You say that people would find the (seemingly comatosed) bodies of magical girl whenever someone becomes a witch? That wouldn't happen since ordinarily whenever a magical girl becomes a witch their body becomes stuck in the witch's labrynth. Madoka's gang had to drag Sayoka's body out of the labrynth. So in normal circumstances the only time a normie would find a witch's body is if they themselves wandered into the labrynth, which don't have a high chance of survival. It's odd that time travel girl is the only black-haired person so far in this anime. Not that i'm putting much signifigance to it just seems like an odd thing to do in anime. All of Madoka's class-mates had a different colour of hair.
